City Council

 

Tera Radloff, Ward 1

Tera RadloffCouncilperson Tera Radloff has lived in Castle Pines North for seven years and represents Ward 1.

Tera is passionate about preserving our community as a connected and vibrant place to live for years to come. Focused and objective, she has a strong commitment to efficiency, transparency, facilitating communications and conflict resolution as well as holding all of our elected leaders accountable to the people that they serve, the citizens of Castle Pines North.

In addition to her passion for and interest in our City, her work experience on various large-scale projects has taught her to focus on issues in a rational manner and work collaboratively on a resolution.  As a consultant, she is an accomplished, results-oriented professional who has lead successful initiatives for diverse clients such as Comcast, Time Warner Cable, Microsoft, Qwest, and the Transportation Security Administration in the areas of engineering, product development, methods and procedures, customer care and security.

In her downtime, Tera and her husband Jon enjoy the Colorado lifestyle by running, hiking, biking, golfing, various sporting events, and once the snow flies, snowshoeing.

Maureen Shul, Ward 1


Maureen ShulCouncilperson Maureen Shul has lived in Castle Pines North since 2000 and represents Ward 1.

Councilperson Shul founded a brokerage firm 21 years ago, assisting senior adults with long-term care, Medicare and investment planning. She has also served on the staff of both the U.S. Congress and U.S. Senate.

As a community activist, she is involved in the Colorado Chapter of the Alzheimer's Association, was instrumental in bringing Project Lifesaver to Douglas County and then statewide through legislation passed in the Colorado legislature, the Pancreatic Cancer Action Network, the Centennial Airport Citizens Advisory Panel and the Douglas County Public Safety Advisory Committee.

Within Castle Pines North, Councilperson Shul has served as president of the CPN Master Association, led the CPN Preservation Committee, is president of the Brambleridge HOA board, spearheaded the establishment of Business in the Pines (now the Castle Pines Chamber of Commerce) and was elected as the first mayor of CPN.

Councilperson Shul knows the vote to incorporate in November 2007 was only the first step for Castle Pines North and building a viable city will take time. She has set several issues as priorities for the new city, including the preservation of CPN's unique community by providing amenities that enhance and protect citizens' quality of life; securing renewable water sources; controlling and managing the city's roads and traffic; and developing Lagae Ranch as well as The Canyons.

For these goals to become a reality, Councilperson Shul is committed to maintaining transparency and responsiveness to the citizens of Castle Pines North as well as keeping the citizens informed and involved. By putting the best interests of CPN above all else, building partnerships based on finding solutions, demanding accountability and expecting efficiency, Castle Pines North will become the city its citizens deserve.

Shelley Hamilton-Bruer, Ward 2


Shelley Hamilton-BruerAs a citizen of Castle Pines North since 2005, Councilperson Shelley Hamilton-Bruer represents Ward 2.

Shelley is looking to continue the work of the first City Council of Castle Pines North. To this end, she is focused on streamlining city services along with decreasing the high costs of living and doing business in Castle Pines North. Additionally, the critical and immediate need of a renewable water plan, which is affordable, verifiable and transparent, is paramount to her. She believes that a City Council defined by open communication, community focus and nonpartisan efforts will foster the managed growth needed to realize the remarkable opportunities before Castle Pines North, to which she is committed.

During her 15+ year career in global program management, Shelley has managed a number of international, award-winning, multi-million dollar events and training programs. In addition to her BA in Political Science from the University of California, Davis, Shelley has earned her strategic CMM certification and is the recipient of multiple “Individual Achievement Awards” and “Team Achievement Awards.” Her professional successes include: increasing customer satisfaction scores, decreasing budget spending while leveraging costs, and integrating internal department participation.

Shelley and her husband, Kevin, enjoy the diverse recreation and entertainment found in the Castle Pines North and surrounding areas, spending time with friends and family, and collecting stamps in their passports.

Kim Hoffman, Ward 2


Kim HoffmanKim Hoffman is a City Council volunteer representing Ward 2 in the City of Castle Pines North. She has been a resident of Colorado since 1989 and lived in CPN for 9 years. She has volunteered as a neighborhood delegate for CPN II Village HOA and a delegate to the Master Association for 6 years. These positions lead to volunteer efforts for 3 years on the Board of the Master Association where she managed many volunteer projects from Parks Authority Board Member to the proposed reduction of HOA fees and services.

The past 9 years as a real estate agent has provided Kim with firsthand knowledge regarding the growth of Castle Pines, Douglas County and the metro Denver area as a whole. She accomplished a Graduate Realtors Institute Certification and has worked with the Douglas Elbert Realtors Association as a volunteer and member to continue her education around builder, re-sale, investment, land and water real estate development experience.

Exposure to the real estate market makes her uniquely qualified to help the City of Castle Pines North move forward as Colorado's newest city. Holding an associate degree in marketing from the Colorado Institute of Art and a Bachelor of Arts degree in business management from the University of Phoenix, Kim has built a solid skill base that allows her to trust her judgment so she can advise, negotiate, research and collaborate with local professionals for the benefit of the residents.

Kim's extensive experience in business management, public relations, advertising, sales, marketing and relationship building in both the public and private sectors influences her business and work ethics. She also has a strong appreciation for patience and dedication to progress, making sure all the pieces of the puzzle come together with meticulous follow through and "TLC" in order to meet pre-defined goals.

Kim, along with her husband Mark and son Colten, enjoys summer- and winter-sports that center around camping activities. They are avid lacrosse, ski and Avalanche fans. Kim considers volunteering in the community and spending time with family and friends as the keys to life's successes and blessings.

Doug Gilbert, Ward 3


Doug Gilbert In addition to his role as the elected Councilperson for Castle Pines North, Doug Gilbert serves as the Chair of Graduate Business of the John Sperling School of Business at the University of Phoenix, Colorado Campus. In this position he manages the Master of Business Administration and Master of Science in Accountancy programs.

Prior to joining the University of Phoenix he worked in the legal profession and in industry for 25 years. His legal practice included a clerkship with the Honorable Warren K. Urbom, U.S. District Court for the District of Nebraska, and litigation experience with Snell & Wilmer in Phoenix and Hopper & Kanouff in Denver. From 1989 to 1999 he worked in international finance for Novartis AG, a Swiss pharmaceutical and chemical company, in Basel, Switzerland. Upon returning to the U.S. in 1999 and prior to assuming his current position with the University, he worked for Cap Gemini Ernst & Young as a strategy and systems implementation consultant in the life sciences and biotech area.


John Ewing, Ward 3


John EwingCouncilperson John Ewing has lived in Castle Pines North for more than 20 years and is representing the citizens of Ward 3.

Councilperson Ewing’s background in municipal operations and finance will allow the city to grow into a world-class community. By serving on the Metro District Board for more than 15 years, he has the necessary knowledge of how to streamline municipal services and strengthen the city’s financial stability. His primary objective is to align the goals of the city with the Castle Pines North Metropolitan District, providing the most-efficient and financially viable services to citizens.

In addition to serving on the Metro District Board, Councilperson Ewing served for 15 years on the Plum Creek Wastewater Authority Board, provided consulting for water and wastewater systems for public works and industry, and offered independent industrial environmental systems consulting.

In December, councilperson Ewing ended six years of independent consulting and became Senior Technology Engineer for Veolia Water/Biothane. The new position will implement a revolutionary industrial waste technology he co-developed with Daisy Brand in Garland, Texas (sour cream/cottage cheese).The technology is currently being implemented by Cargill and at a new Daisy facility in Arizona.

He will, fortunately, remain based out of his CPN home but will be implementing the technology worldwide with Veolia. He received both his bachelor’s degree, in bacteriology and public health, and his master’s degree, in civil and environmental engineering, from Washington State University.

Aside from serving the Castle Pines North community for many years, Councilperson Ewing enjoys, dirt biking in the summer at Rampart, skiing in the winter and spending time with family. In fact, the Ewing family moved here 21 years ago, when there were less than 400 homes, because they loved the beauty of the community. He is excited to serve the city he loves and to see Castle Pines North grow into an exceptional city that rests within the Colorado Front Range.
