During the June 22nd Study Session, City Council and URA Commission Meetings the following items were discussed:
Study Session
- City Attorney Linda Michow reviewed Colorado open meetings law and the City's adopted policies regarding executive session.
- Municipal Court Clerk Karla McKrimmon provided an update of the Court activities covering the Court's first 6 months.
- Staff delivered a presentation regarding sexually oriented businesses and provided two proposed draft ordinances.
Council Meeting
- Approval of Resolution 10-52: Adopting the Douglas County Emergency Operations Plan (EOP). Public Works Director, Eric Guth, presented the EOP, which is based upon federal and state models, detailing the framework that addresses how emergency response agencies would respond to various emergencies. In the event of a disaster, the EOP could also foster efforts with state and federal aid applications.
- Approval of Resolution 10-56: Establishing the Castle Pines North Water and Wastewater Enterprise. This resolution authorizes the establishment of an Enterprise for the City as a government-owned business. Creating this enterprise furthers the City's proposed cooperative integration efforts with the CPN Metro District.
- Approval of Resolution 10-57: Establishing the City's Renewable Water Policy. This resolution confirms the City's support for the community's renewable water plan. The City Council declared its commitment to identify and acquire renewable water resources for the benefit of the community, with unanimous approval.
- Approval of Resolution 10-59: Approving an Agreement Between the City of Castle Pines North and the State Board of the Great Outdoors Colorado – City Council approved this resolution, finalizing the grant agreement between the City and Great Outdoors Colorado (GOCO) for the $700,000 grant to be used for the construction of the City's new park - Elk Ridge Park. The current grants were awarded to various cities and districts throughout the state.
URA Commission Meeting
- During this first meeting, the URA Commissioners approved the by-laws for the authority. In the initial stage, the Commission is comprised of City Council, before it transitions into a citizen volunteer body
- Approval of URA Resolution 10-R-01 Intergovernmental Agreement between the City of Castle Pines North, the Castle Pines Urban Renewal Authority and Castle Rock Fire Protection District
- Approval of URA Resolution 10-R-02 Intergovernmental Agreement between the City of Castle Pines North, the Castle Pines Urban Renewal Authority and Parker Water and Sanitation District
- Approval of URA Resolution 10-R-03 Intergovernmental Agreement between the City of Castle Pines North, the Castle Pines Urban Renewal Authority and South Metro Fire Rescue Authority
- These three resolutions were previously approved by City Council on June 8th.
The next regular City Council meeting will be 7 p.m. Tuesday, July 13, at HOA #1 Clubhouse, 7233 Tenby Way. All City Council meetings are open to the public. All meeting agendas are posted online and at the Castle Pines CPN Community Center the day before each meeting is held.
