Meeting Information

Council meetings for the new City Council are held at the CPN Community Center (7404 Yorkshire Drive), when available, and the HOA #1 Clubhouse, 7233 Tenby Way, across from Buffalo Ridge Elementary School.

Council meetings begin at 7 p.m., with time allowed at the beginning of each meeting for public input. A study session is held before each council meeting beginning at 6 p.m. While public input is not permitted at the study session, meetings are open to the public.

Council Meeting: July 13, 2010

Study Session

  • Council Training on Public Records Policy – City Attorney Linda Michow reviewed Colorado Open Records law and the City’s adopted policies regarding Public Records, including requests for public records, attorney client privilege, emails and the difference between public records and public information.
  • Community Emergency Response Team (CERT) Update – Kevin Bruer and Cathy Maready provided an update on the activities and programs of the Community Emergency Response Team. CERT, instituted under the Master Association,  is a “helper” type program for first responders in the event of an emergency. Twelve residents have graduated from the program. Basic First Aid and CPR are recommended as the first step in this program. The volunteers were thanked for their community involvement.
  • Performance Measurements under CH2M HILL contract – Eric Guth, Public Works Director, provided an overview of an approach to performance measurements, as required by the CH2M HILL contract. The presentation was to show Council what is being proposed and gather Council feedback on the methodology and approach.
  • The Council inquired how the measures can positively affect the quality of life of the citizens,  why specific measurements and factors are important and relevant, and requested the measures be more output focused. 

Regular Session

  • Citizens’ Comments – Kyra Hahn, representative from the Douglas County Library District,  announced the start of the summer reading program.
  • Castle Pines Audit Presented to Council – Auditor Wendy Swanhorst presented the highlights of the 2009 Financial Statements to the City Council. The financial condition of the City is improved over the previous year.
  • Ordinance 10-03"EXTENDING AND AMENDING THE TEMPORARY MORATORIUM PROVIDED BY ORDINANCE NO. 09-25 AND IMPOSING TEMPORARY MORATORIA ON MEDICAL MARIJUANA CENTERS, MEDICAL MARIJUANA-INFUSED PRODUCTS MANUFACTURERS, AND OPTIONAL PREMISES LICENSES AND DECLARING AN EMERGENCY" –  This ordinance extends the current moratorium on medical marijuana dispensaries to July 1, 2011, and also includes the specific uses identified in House Bill 1284.  This is proposed as an emergency ordinance in order to have an effective date prior to the expiration of the existing moratorium. The ordinance may also expire upon the effective date of the rules adopted by the Department of Revenue. This emergency ordinance was approved by the City Council on a 6-0 vote.
  • Ordinance 10-04"ADOPTING LICENSING REGULATIONS FOR SEXUALLY ORIENTED BUSINESSES (SOBs) AND DECLARING AN EMERGENCY" – This ordinance proposes to regulate the licensing and business operations of SOBs in Castle Pines North. This is proposed as an emergency ordinance in order to have an effective date prior to the expiration of the existing moratorium. The operating hours of such businesses are being limited from 10:00 a.m. – 10:00 p.m. The ordinance also includes other operational parameters, such as the presence of a registered manager on the premises at all times. The Council approved this emergency ordinance on first reading by a vote of 6 - 0.
  • Ordinance 10-05 "AMENDING CERTAIN PROVISIONS OF THE ZONING ORDINANCE RELATING TO THE REGULATION OF SEXUALLY ORIENTED BUSINESSES AND DECLARING AN EMERGENCY" – This ordinance addresses the zoning and placement of sexually–oriented businesses (SOBs) in the City. This is proposed as an emergency ordinance in order to have an effective date prior to the expiration of the existing moratorium. It allows SOBs in the Business Zoning District, with a spacing requirement of 350 feet between such businesses and other protected uses such as churches, schools, etc. The Council approved this emergency ordinance on first reading by a vote of 6 - 0.
  • Designated City Representative for Management Contract - Council member Tera Radloff was appointed the City Representative and point of contact for the contract between City and Interim City Manager Gary Suiter.
  • Field Services Request – Public Works Director Eric Guth requested a budget reallocation and additional expenditures of $22,774 for high priority areas in the concrete repair program. Council discussed and approved the reallocation from unspent funds.
  • Public Works Director Eric Guth requested additional funds for drainage repairs on Shoreham Circle, where there exists sub-surface drainage that affects the integrity of the street. Costs are unknown due to the source of the sub-surface water not yet determined. Council authorized the Director to proceed with exploratory work in this area and report back to Council with an update.

Council Business

  • Council discussed the importance and priority of having an updated Comprehensive Plan, Land Use regulations and Design Guidelines. Staff was directed to report back to the Council with a recommendation for moving forward.

  • Council Members gave updates and reports from their respective sub-committees and Ward meetings.

City Manager’s Report

The City Manager thanked the Council for their time at a recent retreat and reported on calendar items and department activities.

Executive Session

City Council met in Executive Session to receive legal advice and develop strategy for negotiations regarding the proposed Metro District integration.

The next regular City Council meeting will be 7 p.m. Tuesday, July 27, at the CPN Community Center, 7404 Yorkshire Dr., Castle Pines, Colo. All City Council meetings are open to the public. All meeting agendas are posted online and at the Castle Pines CPN Community Center the day before each meeting is held.
