Study Session
- Council Training – Public Records Policy - This was a continuation of the discussion held at the last meeting. Linda Michow, City Attorney, explained the “Attorney/Client Privilege” and alerted the Council as to the Public Records Policy adopted by the Council in 2009. Discussion also occurred regarding Open Records Requests.
- Discussion – Creating a Planning Commission and Board of Adjustment – Sam Bishop, City Planning Director, explained the roles and purpose of the Planning Commission and Board of Adjustment (BOA) and reviewed the criteria for granting variances, which is the role of the BOA, and the process for forming the BOA.
- 2010 Ballot Questions – Linda Michow presented proposed ballot language for the upcoming November election. The two ballot questions discussed concerned changing the name of the “City of Castle Pines North” to the “City of Castle Pines," and the proposal to prohibit operations of medical marijuana centers, cultivation, operations, and manufacturing of infused products in the City.

- Citizens’ Comments – None
- Financial Report – Hammersmith Management provided an overview of the year-to-date financial picture, which is favorable. Revenues are greater than budgeted and expenditures are less than budgeted. The report formatting is improved and discussion was held regarding getting a more broad, contextual picture of the mid-year budget status. A work session will be held in August to discuss the budget status.
- Discussion/Action – Proposal for Cost-Savings Pro Forma from Clifton Gunderson – This proposal is for developing several financial scenarios regarding potential integration with the Castle Pines Metro District with the intention of creating a clearer picture of potential cost-savings with District integration. The scope of work and various scenarios were discussed. The contract amount is not to exceed $7,500. Council approved the proposal, subject to using the City’s contract form, on a 5-0 vote.
- Presentation – Public Works Additional Maintenance Requests – Eric Guth, Public Works Director presented a proposal for striping of city streets, performing crack sealing, performing concrete crosspan repairs, and concrete pavement repair, prior to the winter season. The additional funding request is for about $80,000 and will come from the approved capital investment line item. Council had multiple questions and had some concerns about the repairs and the location of the repairs. City Council ultimately approved an additional allocation of $80,000 for these repairs on a 5-0 vote.
- Discussion – Appointing Council as Board of Adjustment – Council approved appointing 5 of the current City Council members as the Board of Adjustment on an interim basis on a 5-0 vote.
- Ordinance 10-06 “APPROVING AN APPLICATION FOR A USE BY SPECIAL REVIEW FOR A LARGE DAY CARE HOME, PROJECT NO. US10-001" – First Reading. First reading of this ordinance was approved on a 5-0 vote.
- Resolution 10-60 “ADOPTING CITY OF CASTLE PINES NORTH 2010-2011 GOALS" – Council approved this Resolution, adopting their goals for 2010-11 on a 5-0 vote.
- Resolution 10-62 "APPROVING STATEMENT OF EXPENDITURES AND APPROPRIATING FUNDS THEREFORE" (Hammersmith) Council approved the monthly bills after several detailed questions on a vote of 5-0.

Convene Castle Pines Urban Renewal Authority – As the CPURA, the Commissioners approved the minutes from the last meeting, and adopted Resolution 10-R-05, establishing formation of a URA Advisory Committee and adopting by-laws. After discussion, the Commissioners approved the Resolution by a vote of 5-0.
Council Business
Council Members gave updates and reports from their respective sub-committees and Ward meetings.
City Manager’s Report
Interim City Manager Gary Suiter discussed a housing study funding request from Douglas County, and a joint meeting date with the Town of Castle Rock.
City Attorney's Report
City Attorney Linda Michow provided an overview of her firms' invoices for legal services year-to-date.
Executive Session
Executive Session pursuant to:
a) C.R.S. Section 24-6-402(4)(e) for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators and pursuant to C.R.S. Section 24-6-402(4)(b) for legal advice in regard to integration and/or dissolution of the Castle Pines North Metro District, and
b) Executive Session pursuant to C.R.S. Section 24-6-402(4)(e) for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators and pursuant to C.R.S. Section 24-6-402(4)(b) for legal advice in regard to Urban Renewal Authority legal filings.
City Council met in Executive Session to receive legal advice and develop strategy for negotiations regarding the Urban Renewal Authority legal filings and the proposed Metro District integration.
