I am pleased to report that based on a draft city budget for 2010 – discussed at the Sept. 24 City Council meeting – Castle Pines North will enter 2010 having repaid all city start-up expenses and will have use of all revenue streams.
Remarkably, a mere 15 months after incorporation, city revenues exceeded expenditures, allowing for a monthly surplus that began in May. We remain committed to this conservative fiscal approach and streamlined government method for our city.
While much of our revenue stream previously had been used for city startup expenses, we will now enter 2010 with substantial funds to reinvest into our community for infrastructure projects, such as street replacement and repairs.
As the process continues, a budget will be submitted to City Council by Oct. 15, and final budget determinations will be made by Dec. 15. During this time period, input from citizens will be solicited. Please visit the city Web site for future meeting dates.
Additionally, city and Castle Pines Metropolitan District members are initiating innovative efforts to provide tax relief to citizens and businesses through an integration plan.
As we move into these final months of 2009, I am proud to announce that the City of Castle Pines North stands on solid financial ground and new amenities have opened, including the American Academy charter school and the Castle Pines Library.

Read up on the new Castle Pines Library
The Castle Pines Library officially opened its doors on Saturday, Sept. 19, thanks to the tireless efforts of all the volunteers, sponsors and donors. Stop by to check out your favorite books, CDs and DVDs and enjoy the quiet atmosphere. Your children can also enjoy story time. The library is open Monday and Tuesday, 9 a.m. – 9 p.m.; Wednesday-Saturday, 9 a.m. – 5 p.m.; and Sunday, 12 noon – 5 p.m. The library is located at 7437 Village Square Dr., Suite 110. Weather the Weather
Fall is in the air, and in Colorado, that means plenty of snow is heading our way. Douglas County relinquished snow removal services in May, and the city's public works department is now responsible for performing snow and ice removal on all streets within city boundaries. Willkommen, Oktoberfest!
Or, in other words, welcome, Oktoberfest! The Castle Pines Chamber is hosting an Oktoberfest celebration 11 a.m. – 3 p.m., Saturday, Oct. 3, in the city's business district. Enjoy artisan vendor booths, food, drinks, music, climbing walls and hay rides. And learn safety tips and tricks from the Douglas County Sheriff's Office, which will present its annual Child Safety Day session. Bring your family and friends and enjoy the welcoming of fall.
Sign regulations within the city
As a reminder to all businesses and citizens, signs are not permitted along city streets and rights-of-ways, which include medians, intersections, utility poles, sidewalks and maintenance areas. Temporary portable signs, such as service and business advertising and political campaign signs are not permitted. However, political signs are allowed on private property but may not exceed 32 square feet in size or 6 square feet in size without regard to setback requirements. To help keep Castle Pines North a clean and safe place to live, the city will remove all prohibited signs located along streets and parkways. Public hearing scheduled for The Canyons annexation
The public hearing for The Canyons annexation process into the city will be held 6 p.m., Thursday, Oct. 22, at DCS Montessori School Gymnasium, 311 E. Castle Pines Parkway. City Council approved the first reading of three ordinances on Sept. 10, a procedural step that leads into the public hearing and second reading. Community meetings
Want to know how the city is doing? The city will be hosting three community meetings to inform citizens about where the city is to-date financially, upcoming issues, accomplishments since cityhood and what to expect in 2010.
